New system to eliminate red tape by Don Asoka Wijewardena The Ministry of Local Government, Home Affairs and Provincial Councils has introduced a new system for the issue of application forms for birth, death and marriage certificates as well as driving licences, national identity cards and income tax returns through the respective Grama Niladaries instead of the Divisional Secretariats. Minister of Local Government,Home Affairs and Provincial Councils, Alick Aluvihare, told the "Sunday Observer" that this new system has been introduced to eliminate red tape in obtaining vital documents in remote areas. Mr. Aluvihare said that this would also enable the Grama Niladaries to play an active role in the local government administration of the country. Secretary to the Ministry of Local Government, Home Affairs and Provincial Councils, Mrs. Karuna Speldewine, said that she had already instructed District Secretaries (Government Agents) of 25 districts to implement this new scheme through the respective Grama Niladaries for the issue of vital applications like permits for transportation of timber and application forms for public donations, passports, subsidies, firearms, medical assistance, agricultural loans and for opening of pawn broking centres etc. Mrs. Speldewine said that people from all districts used to travel to Colombo and Divisional Secretaries' offices to obtain application forms for various purposes spending time and money unnecessarily and, with the new system in operation, it would be a great relief for them, she added. |
