Take decisions on case by case basis - Japanese expert Disaster prevention education as well as transferring the lessons learnt from the disaster to the next generation should be given much priority, said Great Kobe Earthquake Reconstruction former Vice-Director and Japan's Seacoast Office Director Yutaka Hosomi at a workshop which was jointly organised by the Japan International Co-operation Agency (JICA) and the National Disaster Management Centre of Women's Empowerment & Social Welfare Ministry held in Colombo last Friday. Japan's Seacoast Office Director reminding his experience of the Kobe Earthquake 10 years ago said that one month after the disaster the Japanese Government and other municipalities started the process of rebuilding. "It was only three months from the disaster we began recovery and rehabilitation plans and after six months we were working on reconstruction and rebirth plans", he said. He also said that reconstruction and rebirth plans which included strengthening of the economy and rehabilitation programs had been drawn up only for three years and government assistance was stopped at the end of proposed period. He also said that the best way of finding practical ways of prevention of such damages instead of going for disaster fighting policies at the very first phase. (DW) |
