Cop implicated in framing Dr. Shafi, promoted

Former Kurunegala SP Mahinda Dissanayake who was implicated in framing Dr Shafi Shihabdeen of the Kurunegala Base Hospital in a pseudo illegal sterilisation scare has been promoted to the rank of Senior Superintendent of Police. The promotion backdated to January 1, 2018 was handed to the controversial cop last week with the approval of the National Police Commission (NPC) and the Election Commission. A total of 102 Superintendents of Police received promotions, including Dissanayake.

On May 25, the doctor was arrested under the Prevention of Terrorism Act (PTA) on charges of amassing large quantities of undeclared assets. Later police led by former Kurunegala DIG Kithsiri Jayalath and SP Dissanayake called women to lodge complaints against Dr. Shafi on grounds of performing illegal sterilizations on them.

On June 30 when the case against the doctor was taken up in courts, the CID told court that the Kurunegala Police had provided a phony report to the CID that stated that there were complaints made against Dr. Shafi before the newspaper article was published. The CID found that there were no such complaints recorded.

The court also heard that Dissanayake has backdated a statement by a female doctor thereby falsifying the reports given to the CID during the investigations. The doctor’s statement made regarding an incident at Dambulla Base Hospital, was used to detain Dr. Shafi.

The CID claimed that SP Dissanayake was working outside his area of jurisdiction by detaining the doctor who was in Kurunegala. In August, the CID also reported to the IGP on SSP Mahinda Dissanayake for acting against the disciplinary code. However, despite the allegations in August the NPC decided to defer the transfer of both cops. The NPC stopped the transfers regardless of the recommendation for Kurunegala DIG Kithsiri Jayalath to be trasnsfered to Trincomalee and SP Mahinda Dissanayake to Kattankudy, Batticaloa, being accompanied by a two page justification for their removal by Acting IGP C.D Wickremaratne due to the role the duo played in Dr. Shafi’s case.Dissanayake was later transfered to the Kantale Police Division.
