Online service to issue birth, marriage and death certificates

The Registrar General’s office launched a simplified online service to issue birth, marriage and death certificates to citizens starting from August.

The service that rolled out on August 2 fulfills a promise, to offer a citizen centric digital Government, in President Gotabaya Rajapaksa’s ‘Vistas of Prosperity and Splendour’ election manifesto, Defence Secretary Gen. Kamal Gunaratne (Retd) told media at the Defence Headquarters last week.

He said, “The new online portal will ensure a fast, efficient and an easy system of obtaining birth, marriage and death certificates for all citizens, eliminating irregularities associated with the old system.”

Obtaining copies of land deeds and title reports will also be added to this new online service shortly.

The introduction of the online system is a giant leap forward by the Department which is currently under the purview of the State Ministry of National Security and Disaster Management.

Registrar General Maddumabandara Weerasekara said the Department has scanned all birth, marriage and death certificates of people from 1960 to 2018 which is 36 million copies.

These soft copies are stored in a centralised system and can be issued within a day. The certificates of births, marriages and deaths registered before 1960 will take three or more days.

He said even a person born in Jaffna can obtain the birth certificate in Colombo under this facility.

Assistant Director (Information Technology) of the Registrar General Department, Tharaka Prashantha said using a smart phone or a computer, the web portal for this service can be accessed and payments can be made using VISA or Mastercard.

Senior Deputy Registrar General Lakshika Ganepola said the facility also enables people to collect the certificates at the closest Divisional Secretariat or via speed post service of the Postal Department.

An additional Rs.50 will be charged for speed post facility within Colombo and Rs.65 for outstation addresses. A service seeker must log into - https://online.ebmd.rgd.gov.lk and follow the instructions.
