GMOA calls for inquiry against Health Ministry CFO

29 May, 2022

The Government Medical Officers’ Association (GMOA) has sent a letter to Health Ministry Secretary S. Janaka Sri Chandraguptha calling on him to conduct an immediate and impartial inquiry against Health Ministry Chief Financial Officer (CFO) Ms. D.C. Wickremasena, GMOA Secretary Dr. Senal Fernando said.

According to Dr. Fernando, it was surprised to note that the Chief Financial Officer I, Ms. D.C. Wickremasena of the Ministry of Health took an unreasonable aggressive move to issue the letter FBI/02/2022 dated 16/05/2022 (Annexure II) directing all accountants of health care institutions to curtail allowances of doctors and other health staff from May 2022.

Dr. Fernando said that despite concerns raised by various heads of the institutions and accountants that the health care service cannot be maintained without paying allowances exceeding the basic salary, the CFO-I continued to pressurise the accountants to carry out her directives immediately. As a result, a salary cut was carried out with the May 2022 salary payments that affected almost all categories of health staff. Many health sector trade unions vehemently objected to the unreasonable action of CFO-I and declared trade union measures with immediate effect. The GMOA has called for an immediate impartial inquiry against the alleged and irresponsible behaviour of Ms. D.C. Wickremasena, Chief Financial Officer-I and temporarily transfer her out of the post until the inquiry process is concluded, he added.
