Sri Lanka and France ink pact on debt restructuring

Sri Lanka has concluded its bilateral debt restructuring with France, following the signing of the final implementation letters between the two Governments.

This marks a milestone in Sri Lanka’s broader external debt restructuring effort, in line with the Memorandum of Understanding (MoU) signed with the Official Creditor Committee (OCC) on June 26, 2024.

The bilateral agreement between the Government of Sri Lanka and the Government of France was signed on June 16, 2025.

The formal signing of the implementation letter with the AFD took place on Thursday (24) at the Ministry.

This will enable the resumption of temporarily suspended loan financing and secure financing for new projects from all lender agencies of the Government of France for the successful completion of the development projects in Sri Lanka, a media release issued by the Ministry of Finance, Planning and Economic Development stated.

The Implementation Letter was signed by Secretary to the Ministry of Finance, Planning and Economic Development Dr. Harshana Suriyapperuma on behalf of the Government, and Yazid BENSAÏD joined as the Country Director of the AFD on behalf of the Government of France. The Implementation Letters in respect of the Bpifrance Assurance Export and Banque de France were also signed.
